Appropriates $5,935,965.00 in special funds to the Mississippi Workers' Compensation Commission for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Authorizes 65 permanent full-time positions and establishes that Personal Services funding for fiscal year 2012 shall not exceed $4,304,515.00 unless new programs or positions are added by the Legislature.

Authorizes the Workers' Compensation Commission to transfer up to $200,000 from the Administrative Expense Fund to the Second Injury Fund and up to $150,000 to the Insurance Integrity Enforcement Bureau within the Attorney General's office.

Requires the Commission to enter into a contract with the private industrial sector to implement a safety education and training program.

Establishes various personnel and procurement requirements including restrictions on salary increases, preference for Mississippi Industries for the Blind in purchases, and cell phone usage record documentation.
