Appropriates $11,383,722.00 in special funds to the Mississippi Gaming Commission for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Limits expenditures for salaries, wages, and fringe benefits to $7,032,287.00 and authorizes 135 permanent full-time positions.

Authorizes transfer of $100,000.00 to the Mississippi Council on Compulsive Gambling and up to $150,000.00 from proceeds of illegal gaming seizures for commission use.

Imposes restrictions on salary increases, promotional raises, and reclassifications unless specifically exempted (teacher increments, career ladder advancement, CPA certifications, emergency health/child protection hires, or ARRA positions).

Requires compilation of cell phone usage records for agency employees, preference for Mississippi Industries for the Blind in procurement, and maintenance of accounting records comparable to fiscal year 2010 standards.
