Appropriates $21,646,565 from the State General Fund and $1,382,165,172 from special funds to the Mississippi Development Authority for fiscal year 2011 (July 1, 2010 - June 30, 2011), totaling $1,403,811,737

Caps salaries, wages, and fringe benefits at $22,016,105 and authorizes 258 permanent full-time positions, 4 permanent part-time positions, 70 time-limited full-time positions, and 1 time-limited part-time position

Allocates $6,462,000 for Mississippi Tourism Advertising and Promotion and $1,567,000 for supporting and marketing Mississippi business growth

Provides $600,000 from the Mississippi Department of Transportation for state welcome centers, including $150,000 for the Woodville Welcome Center upon its completion

Requires quarterly updates to legislators on Hurricane Katrina Disaster Recovery Programs funded through Community Development Block Grants for coastal counties (Harrison, Hancock, Jackson, Pearl River, George, and Stone)
