Appropriates $204,440,769.00 from special funds to the Office of State Aid Road Construction of the Mississippi Department of Transportation for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Allocates $3,127,762.00 maximum for salaries, wages and fringe benefits, authorizing 53 permanent full-time positions with restrictions on salary increases without legislative approval.

Authorizes up to $35,000,000.00 in special funds for replacement of structurally deficient bridges on county roads and up to $20,000,000.00 in community development block grants for road and bridge improvements in Hancock County.

Sets performance targets for fiscal year 2011 including 575-day average construction completion time, 75 new county construction programs, 130 completed projects, and replacement of 60 deficient bridges.

Requires notification to state legislators five days before public announcements of grants and facility openings in their districts, with signage crediting the Mississippi State Legislature.
