Appropriates $746,980.00 in special funds to the Mississippi State Board of Dental Examiners for fiscal year 2011 (July 1, 2010 - June 30, 2011)

Allocates not more than $377,594.00 of appropriated funds for salaries, wages, and fringe benefits, with authorization for 7 permanent full-time positions

Prohibits salary increases through reallocation, reclassification, or other means unless specifically exempted (teacher increments, career ladder advancement, CPA certification, employee replacement, emergency health care hires, or ARRA-funded positions)

Establishes requirements for agency oversight including cell phone usage record compilation, surveillance equipment prohibition, preference for Mississippi Industries for the Blind in purchasing, and restrictions on hiring former state retirees for contracts exceeding $20,000 annually

Takes effect July 1, 2010
