Appropriates $181,863.00 in special funds to the State Board of Funeral Services for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Authorizes one permanent full-time position for the board.

Permits the board to escalate up to $100,000.00 and one full-time permanent position for employing or contracting an investigator.

Establishes restrictions on salary increases and personnel actions unless specifically exempted (teacher increments, career ladder advancement, CPA certifications, emergency health care hires, or ARRA-funded positions).

Requires the board to maintain accounting and personnel records in the same format as fiscal year 2010 and submit budget requests with comparable detail and format for fiscal year 2012.
