Appropriates $219,200.00 from the State Board of Massage Therapy Fund for the agency's operating expenses for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Requires the Board to maintain complete accounting and personnel records in the same format and detail as fiscal year 2010, with budget requests for fiscal year 2012 submitted in comparable format.

Directs the agency to give preference to Mississippi Industries for the Blind when bidding on commodities and equipment purchases, and requires compilation of cell phone usage records for all issued wireless devices.

Establishes procedures for state agencies receiving federal funds from the American Recovery and Reinvestment Act of 2009, including approval authority for the Department of Finance and Administration and reporting requirements to legislative committees.

Prohibits hiring former state employees receiving retirement benefits under contract for more than $20,000 annually without prior governing board approval and written justification to appropriations committees.
