Appropriates $1,737,257.00 in special funds to the Mississippi State Board of Pharmacy for fiscal year 2011 (July 1, 2010 - June 30, 2011)

Allocates no more than $1,090,447.00 of appropriated funds for salaries, wages, and fringe benefits; authorizes 11 permanent full-time positions

Restricts salary increases through reallocation or reclassification unless specifically exempted (teacher increments, career ladder advancement, certified professional licenses, emergency health care hires, or ARRA-funded positions)

Requires the agency to compile and publicly release cell phone usage records for all assigned wireless devices and to give purchasing preference to Mississippi Industries for the Blind when bids are equal

Takes effect July 1, 2010
