Appropriates $121,500.00 in special funds to the Mississippi Professional Counselor Licensing Board for fiscal year 2011 (July 1, 2010 - June 30, 2011)

Requires the board to maintain complete accounting and personnel records in the same format and detail as Fiscal Year 2010, and submit Fiscal Year 2012 budget requests in comparable format

Directs the board to compile and publicly disclose cellular phone usage records for all assigned or issued wireless devices to officers and employees

Establishes that former state retirees cannot be hired under contract for more than $20,000 annually without prior governing board approval and written justification to legislative appropriations committees

Effective July 1, 2010
