Appropriates $231,405.00 in special funds to the Mississippi State Board of Veterinary Examiners for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Authorizes the Veterinary Examiners Board to escalate its budget and expend up to $150,000.00 from any available source in accordance with Department of Finance and Administration rules.

Requires the board to maintain complete accounting and personnel records in the same format as fiscal year 2010 and submit comparable budget requests to the Joint Legislative Budget Committee.

Establishes standard procedures for state agencies regarding public information campaigns, including developing goals, evaluating effectiveness, seeking public service announcements, and preferring Mississippi-owned media companies when feasible.

Authorizes the agency to receive and expend funds from the American Recovery and Reinvestment Act of 2009, with the Department of Finance and Administration Executive Director having authority to approve fund escalations and requiring notification to legislative committees within 15 days.
