Appropriates $361,255.00 in special funds to the State Board of Architecture and Landscape Architecture Advisory Committee for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Limits expenditures for salaries, wages, and fringe benefits to $132,635.00 and authorizes 2 permanent full-time positions.

Restricts salary increases through reallocation, reclassification, or other means unless for teacher increments, career ladder advancement, professional certifications, or emergency health care positions.

Requires the agency to maintain accounting and personnel records in the same format as fiscal year 2010 and to prioritize purchases from Mississippi Industries for the Blind when bids are equal.

Prohibits hiring former state retirees under contract for more than $20,000 annually without prior governing board approval and written report to legislative appropriations committees.
