Appropriates $284,825.00 from special funds in the State Treasury to the Mississippi Motor Vehicle Commission for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Allocates up to $201,385.00 of the appropriation for salaries, wages, and fringe benefits, with 3 authorized permanent full-time positions.

Prohibits salary increases through reallocation, reclassification, or other means unless specifically exempted (teacher increments, career ladder advancement, certified professional licensing, emergency health care hires, or ARRA-funded positions).

Requires the agency to compile and publicly disclose cell phone usage records for all assigned wireless communication devices.

Establishes standard procedures for state agency public information campaigns, including developing goals, evaluating effectiveness, seeking public service announcements, and preferring Mississippi-owned media companies when feasible.
