Appropriates $650,653.00 in special funds to the Mississippi State Board of Public Accountancy for fiscal year 2011 (July 1, 2010 – June 30, 2011).

Limits salaries, wages, and fringe benefits expenditures to $389,653.00 and authorizes 6 permanent full-time positions.

Restricts salary increases through reclassification, reallocation, or other means unless for teacher increments, career ladder advancement, CPA license bonuses, employee replacement, emergency health/child protection hires, or American Recovery and Reinvestment Act positions.

Authorizes a reclassification of PIN #2 in the amount of $2,750.00 during fiscal year 2011.

Establishes standard procedures for state agencies regarding public information campaigns, cell phone usage reporting, contracted rehired retirees, and preference for Mississippi Industries for the Blind in purchases.
