Appropriates $2,047,927.00 in special funds to the Mississippi State Board of Public Contractors for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Allocates funds by category: Salaries and Fringe Benefits ($762,038.00), Travel and Subsistence ($90,000.00), Contractual Services ($269,539.00), Commodities ($46,350.00), Equipment ($10,000.00), and Subsidies/Loans/Grants ($870,000.00).

Authorizes 16 permanent full-time positions with restrictions on salary increases unless specifically exempted (teacher increments, career ladder advancement, professional certifications, replacement hires, or ARRA-funded positions).

Grants the State Board of Contractors authority to accept and expend up to $600,000 from any source funds for hiring private collection firms to locate and collect uncollected fines and for administrative needs.

Establishes legislative requirements for hiring retired state employees on contract (limits to $20,000/year without board approval), cell phone usage record transparency, and procurement preference for Mississippi Industries for the Blind.
