Appropriates $8,950,000 from State General Fund and authorizes $5,845,655 from special source funds for the Mississippi Department of Agriculture and Commerce for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Authorizes $600,000 from the Fruit and Vegetable Revolving Fund and $700,000 for the Beaver Control Program, with $250,000 from Department of Transportation and fees and $200,000 from State Forestry Commission.

Limits salaries and fringe benefits expenditure to $11,437,890 and authorizes 230 full-time and 2 part-time permanent positions, plus 19 full-time time-limited positions.

Establishes performance measures and targets for various agency functions including pesticide registration, meat inspection, museum attendance, agricultural enterprise assistance, and seed testing.

Allocates $30,000 for a Senior Farmers' Market Nutrition Pilot Program serving seniors aged 60+ at 130% of poverty level and $20,000 to Fair Commission County Livestock Shows for prize money.
