Appropriates $1,208,102.00 from the State General Fund and authorizes $637,421.00 from special source funds to the Mississippi Board of Animal Health for fiscal year 2011 (July 1, 2010 - June 30, 2011), totaling $1,845,523.00.

Limits expenditures for salaries, wages, and fringe benefits to $1,391,018.00 and authorizes 22 permanent full-time and 5 time-limited full-time positions.

Requires the agency to ensure that fiscal year 2012 personal services funding does not exceed fiscal year 2011 levels unless new programs or positions are added by the Legislature.

Prohibits salary increases through reallocation or reclassification except for teacher increments, career ladder advancement, CPA certifications, employee replacements, emergency health care appointments, and American Recovery and Reinvestment Act positions.

Establishes standard procedures for public information campaigns, requires compilation of cell phone usage records, and restricts contracts with former retired employees exceeding $20,000 annually without proper board approval.
