Appropriates $954,150.00 from the Mississippi Fair Commission's special fund account for the Dixie National Livestock Show at the State Fairgrounds in Jackson for fiscal year 2011.

Appropriates $236,853.00 from the State General Fund to the Mississippi Fair Commission for junior livestock roundup shows, state fair livestock premiums, county livestock shows, five district livestock shows, five state dairy shows, Mississippi High School Rodeo promotion, and the NCHA Eastern National Championship.

Appropriates $42,000.00 from the Mississippi Fair Commission account for allocation among the Mississippi Round-Up ($6,873.00), State Fair Junior Premiums ($8,058.00), County Livestock Shows ($5,072.00), District Livestock Shows ($7,043.00), State Fall Dairy Shows ($8,123.00), and High School Rodeo ($6,831.00).

Limits county livestock show funding to a maximum of $1,000.00 per county per fiscal year and requires county livestock associations to guarantee a minimum of $500.00 in prizes.

Establishes that funds become effective July 1, 2010, and requires the Mississippi Fair Commission to submit reports on exhibitor numbers and livestock grades after each show closes.
