Appropriates $4,790,428.00 in special funds to the Mississippi Fair Commission for fiscal year 2011 (July 1, 2010 - June 30, 2011) to cover expenses of the Fair Commission, Livestock Coliseum, Industrial Showcase, and Trade Mart Building.

Allocates $1,776,927.00 maximum for salaries, wages, and fringe benefits, authorizing 16 permanent full-time and 42 part-time positions.

Grants the Mississippi Fair Commission authority to escalate its budget up to $1,500,000.00 from any available source in accordance with Department of Finance and Administration rules.

Authorizes the Commission to enter into multi-year contracts for advertising signage on its property, with all proceeds deposited into special funds for marketing and youth livestock show support.

Imposes standard restrictions on state agencies including contract procurement requirements, limitations on hiring retired employees, cell phone usage reporting, and advertising campaign criteria for efficient public fund expenditure.
