Appropriates $128,796 from the State General Fund to the Tennessee-Tombigbee Waterway Development Authority for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Authorizes $295,204 in special source funds for the Authority's expenses during the same fiscal period, totaling $424,000 combined appropriation.

Limits salary, wages, and fringe benefits expenditures to $300,000 and authorizes 3 permanent full-time positions.

Requires the Authority to maintain accounting and personnel records in the same format as fiscal year 2010 and submit fiscal year 2012 budget requests in comparable detail.

Establishes standard requirements for state agencies including developing campaign goals, evaluating advertising effectiveness, seeking public service announcements, and utilizing Mississippi-owned media companies when feasible.
