Appropriates $11,500,000 from the State General Fund and $38,787,665 from special funds to the Department of Finance and Administration for fiscal year 2011 (July 1, 2010 - June 30, 2011), totaling $50,287,665.

Limits salaries, wages, and fringe benefits expenditures to $24,339,962 for the department and $523,719 for the Tort Claims Board, with authorized positions of 433 full-time permanent, 2 part-time permanent, and 2 full-time time-limited positions.

Restricts salary increases through reallocation or reclassification unless specifically exempted (teacher increments, career ladder advancement, CPA certifications, employee replacements, emergency health/child protection hires, or ARRA-funded positions).

Authorizes the department to escalate budgets up to $400,000 for Capitol Police Services, $500,000 for Veterans Memorial Stadium operations, $500,000 for building repairs, and $1,500,000 for general department management from available funds.

Requires the department to revise its searchable website to include taxpayer investment details, grant/contract summaries, machine-readable data formats, and updates within 30 days; mandates cell phone usage records be publicly available and establishes criteria for state agency public information campaigns.
