Appropriates $1,967,530.00 from the State General Fund for expenses of the Governor's office and staff for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Appropriates $2,320,151.00 from the State Treasury to the Governor's office for operational expenses during the same period, with combined salaries and fringe benefits not to exceed $3,233,837.00.

Appropriates $598,290.00 from the State General Fund for expenses of the Governor's Mansion and residence, with salaries and fringe benefits capped at $195,876.00.

Authorizes 34 permanent full-time and 7 time-limited full-time positions for the Governor's office, plus 4 permanent full-time positions for the mansion.

Requires agencies to prioritize Mississippi Industries for the Blind in purchasing decisions, compile and publicly release cell phone usage records, and submit detailed accounting and personnel records comparable to fiscal year 2010 standards.
