Appropriates $35,247,126.00 in special funds to the Mississippi Department of Information Technology Services for fiscal year 2011 (July 1, 2010 - June 30, 2011), with not more than $10,319,040.00 for salaries, wages and fringe benefits.

Authorizes 147 permanent full-time positions and 5 time-limited full-time positions for the Department of Information Technology Services.

Appropriates $50,000,000.00 in special funds to the Wireless Communication Commission for fiscal year 2011, with not more than $1,109,313.00 for salaries and benefits, and authorizes up to 10 total positions.

Allows the Department of Information Technology Services to receive additional funds from state agencies for data processing or telecommunications services and to escalate up to $2,500,000.00 and add up to 20 additional positions to provide these services.

Establishes legislative intent that agency service rates comply with federal cost allocation guidelines (OMB Circular A-87), that cell phone usage records be publicly available, and that Mississippi Industries for the Blind be given preference in procurement when bids are equal.
