Prohibits salary increases through reallocation, reclassification, or other means unless specifically exempted for teacher increments, career ladder advancement, professional certifications, employee replacements, health care professionals, or American Recovery and Reinvestment Act positions.

Requires the State Personnel Board to adopt expedited rules for reductions in force during revenue shortfalls, including written justification, organization charts, 10-day approval periods, and 10-day implementation delays.

Authorizes up to $500,000 in escalated funding from any source for facility construction, repairs, and renovations, with authority to transfer funds to the Department of Finance and Administration.

Requires cell phone usage records to be made publicly available and mandates prior approval for contracts with retired state employees exceeding $20,000 annually.
