Appropriates $12,429,148.00 in special funds to the Office of the Secretary of State for fiscal year 2011 (July 1, 2010 - June 30, 2011), with 99 authorized full-time permanent positions.

Allocates funds across major categories: $5,730,430 for salaries and fringe benefits, $5,260,443 for contractual services, $495,412 for commodities, and $195,722 for equipment.

Establishes four special funds from various revenues: Securities Enforcement and Charitable Solicitations Act Fund, Land Records Maintenance Fund from tax forfeited property sales, Public Trust Tidelands Fund from lease rentals, and Help America Vote Fund (capped at $500,000).

Creates Elections Support Fund from limited liability company annual report fees (capped at $3,000,000) with 50% distributed to counties for voting equipment and 50% retained by Secretary of State for statewide elections system maintenance.
