Appropriates $25,506.00 from the State General Fund and $2,810,952.00 from the Budget Contingency Fund to the State Treasurer's Office for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Limits expenditures for salaries, wages, and fringe benefits to $1,977,507.00 and authorizes 34 permanent full-time positions for the State Treasurer's Office.

Appropriates $1,291,721.00 for the Mississippi Prepaid Affordable College Tuition Program (4 authorized positions) and $18,000,000.00 from the Prepaid Tuition Trust Fund for paying prepaid tuition contracts.

Appropriates $162,956.00 for the Mississippi Affordable College Savings Program (2 authorized positions) and $125,000.00 to the Education Improvement Trust Fund for investment purposes.

Imposes restrictions on salary increases, prohibits nepotistic hiring, requires cell phone usage records to be publicly available, and takes effect July 1, 2010.
