Authorizes the Hinds County Board of Supervisors to establish the Hinds County Economic Development Authority with 12 trustees appointed from supervisors' districts and county at large, with initial trustees drawn from the existing Hinds County Economic Development District.

Grants the authority power to acquire, develop, and lease property for industrial parks, business parks, and economic development projects, including construction of infrastructure like roads, utilities, and facilities.

Authorizes the Board of Supervisors to issue up to $50,000,000 in bonds to finance land acquisition, building improvements, and other economic development purposes, either as general obligation or limited tax bonds.

Empowers the authority to provide community development services including housing development and to act as the county's housing authority, subject to Board of Supervisors approval.

Permits the Board of Supervisors to dissolve the existing Hinds County Economic Development District and transfer its assets, liabilities, and responsibilities to the new authority as deemed appropriate.
