Authorizes Issaquena County, Mississippi to participate in a project to design and install turbine(s) on barges in the Mississippi River to generate electricity for sale to utility companies

Permits the county to finance the project through issuance of revenue bonds under Section 77-5-307, Mississippi Code of 1972

Authorizes the county to form a nonprofit corporation with a board of directors appointed by the county's governing body to carry out the project

Allows the county and/or nonprofit corporation to employ counsel for the project at a salary within the range allowed for legal assistants to district attorneys, with employment duration not exceeding the indebtedness period

Requires all design, construction, and operation costs to be paid from project financing proceeds or operational revenues
