Authorizes the City of Biloxi to clean, repair, or demolish private commercial or multifamily residential properties damaged by Hurricane Katrina that are neglected and pose public health or safety hazards.

Requires the city to provide written notice to property owners and allow inspection within 10 days, followed by a hearing before the City Council at least 2 weeks but no more than 5 weeks after notice.

Allows the city to recover actual costs of cleanup and repairs plus impose a $2,000 penalty, which can be collected as a civil debt or as a property lien.

Limits corrective action to no more than 6 times per calendar year per property, with annual expenses not exceeding $75,000 or the fair market value of the property plus 10 percent, whichever is greater.
