Creates the Harrison County Motor Vehicle for Hire Commission as a political subdivision to unify rules and regulations governing motor vehicles for hire across all jurisdictions in Harrison County.

Establishes an eight-member commission board appointed by local governing authorities: one each from Pass Christian, Long Beach, and D'Iberville; two each from Biloxi and Gulfport; and one from the Harrison County Board of Supervisors, with initial staggered terms of one to four years and subsequent four-year terms.

Grants the commission authority to adopt and enforce rules and regulations including licensing of drivers and operators, vehicle inspections, fare rates, registration requirements, and suspension or revocation of permits and licenses.

Requires motor vehicle for hire owners and operators to obtain insurance policies approved by the commission in amounts determined by the commission to cover personal injuries and property damages.

Makes violations of commission rules and regulations a misdemeanor punishable by a fine of up to $1,000 and/or up to 30 days in jail, with authority for local jurisdictions to adopt additional enforcement ordinances.
