Prohibits qualified health plans offered through health care exchanges in Mississippi from providing coverage for elective abortions using federal funds.

Permits abortion coverage only when the mother's life is endangered by a physical disorder, illness, or injury (including pregnancy-related conditions) or when pregnancy results from rape or incest.

Requires physicians to maintain medical documentation supporting medical necessity for abortions that fall under the permitted exceptions.

Implements Mississippi's opt-out authority under Section 1303 of the federal Patient Protection and Affordable Care Act.

Takes effect upon passage.
