Proposes adding Section 260-A to the Mississippi Constitution to authorize the Legislature to create alternative forms of county government.

Allows the Legislature to combine, abolish, or create county offices and prescribe their duties through law.

Permits counties to adopt an alternative form of government by majority vote of electors through an election process established by law.

Scheduled for submission to voters on the first Tuesday after the first Monday of November 2010.

Requires the Attorney General to submit the resolution to the U.S. Attorney General or federal court per the Voting Rights Act of 1965.
