Amends Section 241 of the Mississippi Constitution to prohibit persons convicted of any felony from voting, with exceptions for manslaughter convictions and certain tax violations.

Allows voting rights restoration through gubernatorial pardon or if the felony conviction was for manslaughter or violation of federal/state tax laws (unless involving misuse of office or public funds).

Establishes that the prohibition applies to felony convictions in Mississippi state court, other state courts, or federal court.

Requires submission of the amendment to qualified voters at the November 2, 2010 election.

Mandates that the Attorney General submit the resolution to the U.S. Attorney General or U.S. District Court for the District of Columbia for Voting Rights Act compliance review.
