Amends Joint Rule No. 40 to change the deadline for final adoption of conference reports on appropriation and revenue bills from the 80th day to the 84th day of a 90-day legislative session.

Maintains all other legislative processing deadlines in the timetable, including committee reporting deadlines, floor action deadlines, and conference report filing requirements.

Applies to 90-day regular sessions, with corresponding adjustments made to the 2008 Regular Session schedule (moving deadline from 98th day to 98th day as shown in the amended rule).

Requires concurrent resolution adoption by a two-thirds vote of both houses present and voting to deviate from the established schedule.

Defines revenue bills as those whose primary purpose is to increase or decrease taxes or authorize bond issuance or borrowing, excluding regulatory bills with incidental revenue provisions.
