Shifts statewide general elections from odd-numbered years to even-numbered years beginning in 2014, with elections held every four years thereafter on the Tuesday after the first Monday of November.

Reduces the term of office for elective officers beginning in 2012 to three years for one term only to align the transition to even-numbered election years.

Adjusts regular legislative sessions to 90 calendar days, with post-election sessions extended to 125 calendar days, to accommodate the new election schedule.

Applies to elections for Governor, Secretary of State, State Treasurer, Auditor of Public Accounts, Attorney General, and other statewide elective offices.

Requires submission of the amendment to the U.S. Attorney General or District Court for the District of Columbia under the Voting Rights Act of 1965 for preclearance approval.
