Proposes amendment to Mississippi Constitution prohibiting laws or rules from compelling any person, employer, or health care provider to participate in any health care system.

Permits individuals and employers to pay directly for lawful health care services without penalties or fines, and allows health care providers to accept direct payment without penalties or fines.

Protects the purchase or sale of health insurance in private health care systems from being prohibited by law or rule, subject to reasonable regulations that do not substantially limit options.

Excludes from the amendment's scope: required health care services, workers' compensation laws, laws in effect as of January 1, 2010, and health care system terms that do not punish direct payment.

Scheduled for submission to Mississippi voters on the first Tuesday after the first Monday of November 2010.
