Proposes amendment to Section 97 of the Mississippi Constitution of 1890 to allow the Legislature to revive remedies barred by statute of limitations under exceptional circumstances.

Current constitutional language prohibits the Legislature from reviving any remedy barred by lapse of time or statute of limitations; amendment adds exception for cases determined by the Legislature to involve exceptional circumstances.

Amendment to be submitted to qualified voters on the first Tuesday after the first Monday of November 2010.

Ballot explanation states the amendment permits the Legislature to extend statutes of limitations by statute when exceptional circumstances exist.
