Proposes constitutional amendment to prohibit the enactment of any law imposing unfunded state mandates on municipalities, counties, school districts, or other political subdivisions of Mississippi.

Requires that any bill imposing a state mandate must include statements of the estimated cost of the mandate and identify the sources of state assistance to defray those costs.

Mandates standing and conference committees report on bills with state mandates, including cost estimates, any reductions in existing state financial assistance, and whether the mandate is partly or entirely unfunded.

Defines "state mandate" as legislation imposing enforceable duties on local governments resulting in direct costs, excluding duties from voluntary state programs or those with corresponding reductions in state assistance.

Election for constitutional amendment was scheduled for the first Tuesday after the first Monday of November 2010.
