Urges the United States Congress and President Obama to establish an official national holiday on March 31 to honor Cesar Chavez's birthday and his contributions to civil rights, farm workers' rights, and workers' rights.

Notes that nine states already recognize March 31 as a holiday for Cesar Chavez, including California, Arizona, Texas, New Mexico, Colorado, Utah, Michigan, Illinois, and Wisconsin.

Highlights Chavez's role as founder of the United Farm Workers and his advocacy for safe working conditions, civil rights, women's rights, voting rights, and environmental protection regarding pesticide use.

Directs the Mississippi Senate Secretary and House Clerk to transmit copies of the resolution to the Cesar E. Chavez National Holiday Organization, the Mississippi congressional delegation, the President, and the Capitol Press Corps.
