Places a moratorium on the Department of Finance and Administration's acquisition of any real property within Jackson, Mississippi, effective upon adoption of the resolution.

Prohibits the relocation of any state agency currently located within Jackson to any locality outside the city.

Directs the Joint Legislative Committee on Performance Evaluation and Expenditure Review (PEER) to conduct a study and establish guidelines for state office space policy in Jackson.

Requires PEER to report findings and recommendations to the Legislature by January 1, 2011.
