Prohibits the Department of Finance and Administration and the Public Procurement Review Board from allowing any state agency currently located in Hinds County (where the State Capitol is located) to relocate outside the county

Directs the PEER Committee to conduct a study on the state's approach to locating and utilizing office space within Hinds County

Requires PEER to establish guidelines for office space policy development in Hinds County

Mandates PEER to report findings and recommendations to the Legislature by January 1, 2011
