Directs the Mississippi Attorney General to seek injunctive relief and file legal challenges against the Patient Protection and Affordable Care Act, either individually or jointly with other state attorneys general

Declares that the individual mandate requiring citizens to purchase health insurance or pay a tax penalty exceeds federal powers under Article I and violates the Ninth and Tenth Amendments to the U.S. Constitution

Establishes Mississippi's public policy that all persons within the state are free to choose or decline any mode of securing health care services without penalty

Authorizes legal action against the U.S. Departments of Health and Human Services, Treasury, and Labor as deemed necessary

Requires the resolution to be transmitted to the Mississippi Attorney General and Governor
