Acknowledges the 40th anniversary of the May 14-15, 1970, Jackson State College tragedy when 75 police officers and state troopers fired on students gathered at Alexander Hall, killing Phillip Lafayette Gibbs and James Earl Green.

Recognizes Phillip Gibbs, a 21-year-old prelaw major from Ripley, Mississippi, and James Earl Green, a Jim Hill High School senior, as victims of the Jackson State shooting.

Notes that J.R. Lynch Street was closed to through traffic following federal investigation, and the Gibbs-Green Plaza and Monument were erected as memorials to the slain students.

Commemorates the memorial observance to be celebrated on April 29, 2010, with transmission to Jackson State University President Dr. Ronald Mason and the Board of Trustees of State Institutions of Higher Learning.
