Suspends Joint Rule No. 40 deadlines to allow further consideration and passage of Senate Bill No. 2785 during the 2010 regular session.

Directs the Mississippi Department of Information Technology Services (MDITS) to manage one or more state data centers and consolidate computer hardware, software, and virtualization technology.

Requires MDITS to develop a strategic plan for consolidating information resources across all state agencies and mandates state agency compliance with the consolidation plan.

Authorizes the state data center to issue timetables for agencies to enter interagency agreements, transfer ownership of information resources and employees, and set fees for information technology services.

Directs MDITS to optimize shared technology components, increase federal participation in the state data center, expand online services, and report progress annually to the legislature.
