Suspends Joint Rules of the Senate and House to allow drafting, introduction, consideration, and passage of a bill regardless of legislative deadlines.

Authorizes the Department of Finance and Administration to sell or lease the "Old School for the Blind" property located in Jackson, Mississippi, with proceeds deposited into the state general fund.

Requires the state to retain mineral rights to the property and the right to repurchase the real property or terminate the lease if certain conditions occur.

Authorizes the Mississippi Transportation Commission to sell certain state-owned real property in Jackson in connection with the proposed sale or lease of the Old School for the Blind property.

Authorizes the Department of Finance and Administration to lease the "Robert E. Lee Building" in Jackson, Mississippi, provided the lessee maintains the building's historical name and integrity.
