Authorizes issuance of distinctive motor vehicle license tags for 43 different organizations, schools, causes, and groups including Special Olympics Mississippi, various high schools, civic organizations, and charities.

Establishes $30 annual additional fee for most distinctive tags (except "We Love Life" tag at $50), with fees distributed: $24 to the designated organization, $1 to Mississippi Burn Care Fund, $2 to State Highway Fund, and $1 to special fund created in Section 27-19-44.2.

Amends existing law to authorize Purple Heart recipients and unremarried surviving spouses to obtain distinctive motorcycle license plates, and Silver Star recipients and their unremarried surviving spouses to obtain motor vehicle license plates exempt from all registration fees and privilege taxes.

Modifies seafood industry license tag provisions to direct fees to Mississippi Seafood Marketing Program Account instead of Artificial Reef Program Account, and reauthorizes Girl Scouts, Rotary International, Civil Air Patrol, and attorney license tags.

Authorizes personalized license tags for noncommercial trailers and congenital heart defect awareness tags; clarifies that school district distinctive tags are exempt from certain time limits for demonstrating 300-tag purchase commitments.
