Corrects the number of authorized full-time permanent positions for the Bureau of Parks and Recreation of the Department of Wildlife, Fisheries and Parks to 232 positions for fiscal year 2011.

Increases the number of authorized full-time permanent positions for the Division of Medical Examiner of the Department of Public Safety to 5 positions for fiscal year 2011.

Decreases funding for the Center for Advanced Vehicular Systems by $500,000 and allocates that amount to the Mississippi Technology Alliance for fiscal year 2011.

Renames the Mississippi Department of Transportation Building in Jackson to the "William J. 'Billy' McCoy Building," the Mississippi Emergency Management Agency Building in Pearl to the "Haley R. Barbour Building," and the Highway Patrol District Office in Meridian to the "Charles L. Young, Sr., District Office."

Takes effect upon passage except for the building renaming provisions, which take effect July 1, 2011.
