Allows corporations or other legal entities owning 50 or more utility trailers (each with gross vehicle weight of 6,000 pounds or less) to register them as a fleet for 5 years or any number of years designated by the Commissioner of Revenue.

Requires fleet owners to submit an application to the Department of Revenue with a $100.00 filing fee and proof of payment of ad valorem taxes before receiving trailer fleet license tags.

Establishes that all trailers in an approved fleet shall expire in the same anniversary month designated by the Commissioner of Revenue, with annual decals issued to evidence tax payment.

Authorizes the Department of Revenue to issue one registration certificate per trailer in the fleet to be kept in a place prescribed by the department.

Effective date is July 1, 2011.
