Authorizes school boards to purchase easements necessary for access to sixteenth section lands or lieu lands in the name of the school district.

Requires fair market value determination by averaging at least two independent appraisals from certified general appraisers when easement purchase price exceeds $50,000.

Prohibits local school boards and local governing authorities from using eminent domain to acquire easement access to sixteenth section lands or lieu lands.

Requires school boards to seek alternative access methods that do not interfere with a landowner's use and enjoyment of property if the landowner refuses to sell an easement.

Takes effect July 1, 2011.
