Amends Section 61-13-1 of Mississippi Code to require legislative approval by general law before the Department of Finance and Administration may purchase or lease any state aircraft.

Applies requirement to aircraft purchased or leased for use by the Governor's Office, state departments, agencies, boards, commissions, and the Legislature.

Amends Section 61-13-5 to specify that all aircraft purchases or leases must be approved by the Legislature as provided in Section 61-13-1(2).

Effective date is July 1, 2011.
