Directs the State Superintendent of Public Education, Commissioner of Higher Education, and Executive Director of the State Board for Community and Junior Colleges to jointly develop recommendations for an Early College High School pilot program, with a report due to the Legislature by January 2, 2012

Requires the report to include definitions, admission criteria, comprehensive costs (including transportation), success data from other states, implications for extracurricular activities, and recommended policy changes needed for implementation

Mandates a separate study on establishing an Adult High School Diploma, with a panel including the Chairmen of House and Senate Education Committees and a gubernatorial appointee

Amends community and junior college admission requirements to allow early admission for students with a minimum ACT composite score of 26 (or equivalent SAT), with principal or counselor recommendation

Repeals existing dual enrollment statutes (Sections 37-15-37 and 37-101-28) that previously governed high school student enrollment in state institutions of higher learning
